Adapting to climate change and mitigating greenhouse gas emissions should begin with a long-term planning process, but uncertainty about future social, economic, political and climatic changes and the complexity of the systems of which they are a part, make the development of effective and robust policies a challenge. Building scenarios that consider relevant uncertainties around the scope of these policies involves the leadership of key stakeholders in multiple sectors, disciplines and at different geographic levels.

This webinar will discuss the importance of developing scenarios in a participatory fashion to develop effective climate change policy, and will present the experience of Costa Rica in the design of their Intended Nationally Determined Contribution (INDC).
