The LEDS Global Partnership officially launches a new Global “Green and Socially Inclusive Economic Recovery Community of Practice”. We invite all members and interested stakeholders to join this new community!

This Community of Practice (CoP) has been designed and implemented in partnership with the GIZ Support Project for the implementation of the Paris Agreement (SPA) and other key international partners.

Background and goals of this CoP

Reaching the Paris agreement goal of limiting global temperature increases to well below 2°C requires that all countries dramatically accelerate progress with transitions to low or zero emission economies.  Developing countries face special challenges with achieving such economy wide transformations while they recover from COVID impacts and also meet other development priorities.  The LEDS Global Partnership conducted a recent series of surveys and consultations with developing countries that has identified priority needs to be successful with these green recovery transitions. One key area identified was the need for assistance in implementing integrated climate and socially inclusive green recovery actions to rejuvenate economies and achieve climate goals.

While a vast literature is available on the benefits of low carbon energy, transport, and land use actions in supporting economic recovery, less attention has been given to ensuring socially inclusive and equitable outcomes of low-carbon investments in times of recovery.

Full impacts of the COVID crisis are yet to be understood, and the UN Secretary General is calling the pandemic a ‘human-crisis’, as the hardest socio-economic impacts will be felt globally in the most marginalized populations. Thus, it is imperative to design green recovery programs that are socially inclusive of these and other vulnerable and underrepresented populations. Therefore, this Community of Practice will also place a strong emphasis on informing and supporting socially inclusive outcomes of green recovery efforts and, in particular, equitable policymaking processes that ensure four key tenets:

1. A broader representation of society (gender, informal economies) is brought into the decision-making process
2. Marginalized groups are engaged in the transition as active participants and beneficiaries.
3. Low-income individuals, households, and communities are not disproportionately burdened by the costs of the low carbon transition and receive added support in terms of increased investments in their communities
4. Decision-makers offer an expansion of measures within transformative low carbon strategy planning, and operations that can bring enhanced education, business, and broader opportunities for improved quality of life to a much greater portion of society.

Who should join the CoP?

Membership is open to all interested stakeholders – government ministries (national and sub-national), private sector, NGOs, industry (for technical experience and expertise) and academia. Greater emphasis on a coordinated presence of national and local government ministry members with a sectoral focus (e.g. transport, energy) are encouraged.

The goal of the new CoP is to create a collaborative environment with local- to national-government participation, to enable the design and implementation of equitable and socially inclusive, green recovery investments and projects through sharing of good practices and lessons learning and amplifying the work of key partners.

Activities

With this high-level context and background in mind, the LEDS GP Global CoP on Green and Socially Inclusive Economic Recovery will undertake the following activities in 2021 to support countries and jurisdictions as they plan for and execute recovery and stimulus efforts that are aligned with both climate goals and social inclusion.  The below activities will involve leaders and practitioners from developing and developed countries from all regions of the world to enable learning across all countries with expert assistance limited to developing countries participating in Africa LEDS Partnership, Asia LEDS Partnership, and LEDS LAC. The time commitment for joining would be for participating in the peer leaning and capacity building activities, and if presenting as a regional leader or as a panelist, time may involve virtual planning and making of presentations.

• Peer learning, training workshops and online moderated discussions on topics related to Green and Socially Inclusive Economic Recovery to share cutting-edge knowledge, good practices, and lessons as countries undertake recovery efforts in the coming year.
• Enabling country led cooperation on innovative green recovery and climate action and support to early movers.
• Thought leadership piece(s) that share short case studies across and within multiple sectors (i.e. energy and transport) on experiences of early movers and champions in the areas of Green and Socially Inclusive Economic Recovery.
• Quick response expert technical assistance and/or peer exchanges to support advancement of Green and Socially Inclusive Economic Recovery.
