LEDS GP at COP25

The 25th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP25) will take place under the Presidency of the Government of Chile and will be held with logistical support from the Government of Spain in Madrid, from 2nd-13th December 2019.

The conference seeks to build ambition ahead of 2020, the year when countries have committed to submitting new and updated national climate action plans. Furthermore, it is designed to take the next crucial steps in the UN climate change process. One key objective is to complete several matters with respect to the full operationalization of the Paris Climate Change Agreement.

There are several events happening at COP25, which LEDS GP is either hosting or speaking at. See the list below for an overview of activities of the LEDS GP and other partner events.

LEDS GP Events at COP25

LEDS LAC – “The Role of Circular Economy to achieve & raise ambition of NDCs”

Date: Tuesday, December 3rd (15:00-16:00h CET)

Location: NDC Partnership Pavilion

Hosts: GIZ, LEDS LAC, Asociación Sustentar

Adopting a circular economy framework can achieve a reduction totalling 9.3 billion tonnes of greenhouse gases in 2050 (Ellen MacArthur Foundation). In addition, circular economy contributes to climate resilience and has the potential to improve livelihoods, create new jobs and spur private sector innovation. This represents a great opportunity especially for the private sector to contribute to the NDCs. This side event will bring together representatives from different sectors that will share their experiences and discuss the importance of circular economy strategies to design and implement more efficient and low-emissions production systems in the aim to raise ambition towards NDC commitments.

LEDS LAC Expert Dialogue on Bioenergy and Climate Ambition in the Framework of the COP25

Date: Thursday, December 5th (15:00-18:30h CET)

Hosts: LEDS LAC, LEDS GP EWG, CAF Latin America Development Bank

In the context of COP 25, CAF Latin America Development Bank is bringing together experts from various sectors and policy areas to take part to a dynamic and results- oriented dialogue event, aimed at identifying concrete lines of action and foster new partnerships to advance bioenergy contribution to climate ambition and sustainable development.


LEDS GP and PATPA Side Event at PCCB Transparency Day – “Institutional Arrangements and Stakeholder Engagement”

Date: Thursday, December 5th (13:30-14:45h CET)

Location: Second Capacity Building Hub

The session aims to highlight the benefits and good approaches for multi-stakeholder (academia, NGOs, local governments, technical institutes and the private sector) engagement in transparency systems.

Asia LEDS Partnership & Government of Vietnam – “Advancing Climate Change Goals Through Multi-Level Governance and Green Cities”

Date: Monday, December 9th (10:30-11:30h CET)

Location: NDC Partnership Pavilion

Hosts: Ministry of Planning & Investment, Government of Vietnam; LEDS GP; Asia LEDS Partnership (ALP)

This side event will showcase success stories and outcomes from Asian countries (Vietnam, Mongolia, China, Sri Lanka) on vertical linkage / national and sub-national integration, city climate action planning and green cities through various initiatives. The session will cover processes adopted, challenges and lessons learnt in city-level aclimate action planning and integration of local level climate action in NDCs. The event will enable knowledge sharing and deliberations in the form of a panel discussion featuring distinguished government and city representatives from various Asian countries. The Asia LEDS Partnership, through its Communities of Practices (Grid-scale renewable energy, Mobility, NDC Finance, Multi-Level Climate Governance and Building Energy Efficiency) is supporting national and sub-national governments to advance LEDS and NDC targets.

Approaches, Opportunities and Options for Enhancing Nationally Determined Contributions (NDCs)

Date: Friday, December 6th (13:30-15:00h CET)
Location:  Japan Pavilion
Speakers: WRI, UNDP and JICA

The event will consist of a few presentations followed by a panel discussion, including interactive discussions with the floor. Participants will discuss effective approaches, opportunities, and resource/capacity requirements for enhancing NDCs with a focus on key sectors. The event will also discuss challenges that developing countries may face in enhancing their NDCs, and possible options to overcome them as well as potential sources of support.


Southeast Asia Regional Focused Dialogue on Designing National MRV Framework for Tracking Progress of NDCs

Date: Saturday, December 7th (10:30-12:30h CET)

Speakers: UNFCCC Secretariat, Singapore (National Environmental Agency), Thailand (Office for Natural Resources and Environmental Policy and Planning), JICA, Thailand Greenhouse Gas Management Organization (TGO), Overseas Environmental and Cooperation Center (OECC), WRI / NDC Partnership

This side event, serving as the 3rd round of Southeast Asia Regional Focused Dialogue, co-organized by JICA and TGO, brings together key SEA countries and partners to take stock of country efforts to design and operationalize national framework to track progress of NDCs, through exchange over country approaches, challenges, and remaining capacity gaps to expedite operationalization.


Multi-Stakeholder Dialogue for Southeast Asian Cities on the Rise – Partnership to increase cities’ readiness for full implementation of the Paris Agreement and achievement of the Sustainable Development Goals (SDGs)

Date: Saturday, December 7th  (10:30-12:30h CET)
Location:  Japan Pavilion
Speakers: Bangkok Metropolitan Administration (Climate Change Strategy Office), Ho Chi Minh City (Department of Natural Resources and Environment), Representatives from other local governments in Southeast Asia and Japan, C40, JICA, OECC

The side event invites participants to discuss how cities can effectively contribute to implementation of national-level plans, such as NDC and NAP. Further, it will explore effective approaches to develop sustainable urban development with strategic perspectives, while achieving such policy goals.
